Affordable Housing in Perilous Times

The return to housing by the federal government, even if short-term, changes things. Suddenly, investments in renovation and retrofits in social
housing are a feature, rather than a wish list. This paper is concerned with the framework of spending decisions, regulatory requirements, and housing programs which shape the production of new affordable housing and which protect the existing housing stock, both private and social.
